Munich, Germany – June 13, 2025 – Shanghai Pudon International Airport Freight Terminal Co. (PACTL) and Ethiopian Airlines Group have officially announced their Memorandum of Understanding (MOU) at the Transport Logistic 2025 Exhibition held in Munich. This strategic agreement establishes a joint framework to strengthen the air freight industry, optimize operational efficiency, and promote mutual growth opportunities between China and Africa.
The two parties agreed to collaborate to build the 21st century Air Silk Road and to designate each other mutually as overseas air cargo terminal partners. The partnership demonstrates a common commitment to accelerating trade logistics between Asia and Africa through joint efforts in air freight operations, facility development and digital innovation.

Terminal Investment and Collaboration: Both sides will explore co-investment in freight facilities and promote knowledge sharing initiatives to raise operational standards. This includes expanding exchanges in areas such as security services management, operational excellence and digital transformation.
Aman Worle, country director at Ethiopian Airlines, said: “By joining with PACTL, we are not only improving our operational capabilities, but also creating a more robust and resilient air cargo network between China and Africa.
