Navigate geopolitical risks and infrastructure opportunities

Recent helicopter incidents in East Africa preserve the region as a reminder of the complex aviation and logistics landscape, ranging from penguin crashes in South Africa to claims of a military accident in Kenya. While these isolated events may seem niche, they highlight the broader systematic challenges and geopolitical dynamics that shape investment opportunities for the infrastructure sector in East Africa. For investors, the path calls for a nuanced understanding of regulatory reform, geopolitical tensions, and the transformational potential of cross-border trade agreements.

Decreased safety caused by regulatory wake-up calls

In January 2025, the crash crash of the Robinson R44 Raven II in South Africa was caused by an unprotected cardboard box containing penguins, highlighting the vulnerability of operational safety protocols in local aviation. This incident in violation of civil aviation regulations (CAR part 127.07.34) highlights how even minor surveillance can interfere with operations and the regulatory framework must evolve to meet the growing demand for air transport services. For investors, the incident demonstrates the need for strict due diligence for corporate compliance systems, particularly those operating in emerging markets with emerging regulatory oversight.

Geopolitical pressure: EU ban on Tanzania and its ripple effects

The ban on all airlines, accredited by the Civil Aviation Authority of Tanzania (TCAA), in June 2025, marked an important geopolitical moment. The decision was rooted in systematic safety breakdowns and forced Tanzania to halt plans for the European route and rely on costly wet lease agreements to maintain local operations. But this crisis also catalyzes transformative reform. Tanzania invested $50 million in infrastructure upgrades, hired over 50 safety inspectors, and adopted EASA-compliant software for real-time compliance tracking.

Investors need to monitor Tanzania's progress. The immediate impact of the ban was negative, but reforms can position the country as the opposite bet for long-term infrastructure investors. Airlines and logistics companies affiliated with the reformed TCAA, including those offering safety technology solutions and training programs, are benefiting from the recovery of Tanzania's ultimate regulations.

Kenya's advantage as a logistics hub

Kenya has emerged as a lynching pin for air and maritime logistics in East Africa. The growth of Nairobi's role as a regional aviation hub, combined with Mombasa's port advantage, has attracted global players such as Emirates, Lufthansa Cargo and Astral Airlines. The June 2025 Air Cargo Africa event in Nairobi featured over 4,100 representatives and highlighted Kenya's strategic positioning to leverage the African Continental Free Trade Area (AFCFTA).

The AFCFTA's goal of increasing in African trade by 50% by 2025 has created urgency to modernize air freight facilities and multimodal networks. Investors need to prioritize companies with strong regional integration strategies such as Air Peace (Expanding the Hybrid Electric Fleet) and Ethiopian Airlines (Expanding the Route Network). However, Ethiopia's financial challenges are led by rising fuel costs and geopolitical tensions, increasing the risk of overexposure to single market operators.

    Misinformation and its hidden costs

False claims of a crash crash of a Kenyan military helicopter in Somali surrounded by social media in a recycled 2020 image expose another layer of risk: the effects of misinformation destabilization. Such incidents may not directly affect infrastructure projects, but they erode investor trust by creating perceived instability. Investors should support companies with robust risk management systems and partnerships with reliable data sources such as PesaCheck to mitigate reputation and operational risk.

Investment Strategy: Balance between Risk and Reward

Focus on compliance-driven operators: prioritize airlines and logistics companies with strict safety protocols and bonds. Ethiopian airlines and Kenya Airlines are well positioned for their regional domination and compliance track record despite economic headwinds. Take advantage of the AFCFTA infrastructure surge: Invest in companies building cross-border logistics networks, such as Astral Aviation (Air Cargo) and port infrastructure developers from Mombasa and Dar Es Salaam. Monitor geopolitical turnarounds: If reforms stabilize the aviation sector, consider paradoxical plays in Tanzania, but maintain a watch list due to EU policy changes. Beware of exaggerated claims: Avoid areas and businesses where operational risks are obscure due to sensational reports (e.g., rumors of an unconfirmed crash in Somalia).

    Conclusion

East Africa's aviation and logistics sector is at a crossroads. The geopolitical risks from banning regulations to misinformation stand up to hurdles, but they also drive innovation and investment in compliance, technology and cross-border collaboration. For investors, the region offers attractive opportunities with airlines modernizing their fleets, ports expanding their capabilities, and logistics companies integrating with AFCFTA. Success depends on balancing exposure to high-growth markets with a rigorous risk assessment. This leads East Africa's operational and geopolitical complexity to competitive advantages.

Final Note: Monitor macro-trend Africa Infrastructure ETFs (e.g. AFK) but combine these broad investments with targeted exposures to companies that exhibit regulatory agility and cross-border partnerships.
