Regional collaboration has been strengthened across borders
On June 17, 2025, aviation leaders from Europe, Central Asia and North Africa gathered in Paris for an important high-level conference. Known as the EUR/NAT DGCA conference, the event welcomed over 100 staff from around 50 countries. Under the theme of “Moving aviation through people and partnerships,” the rally focused on collective action and local solidarity.
The discussion highlighted the importance of working together to achieve the goals outlined in ICAO's Strategic Plan 2026–2050. Special attention was paid to the EUR/NAT region, including Europe, the North Atlantic, Central Asia and North Africa, and recognized its unique diversity and ability to implement ICAO's global priorities.
Bilateral involvement added even more depth to the event. Discussions with representatives from Azerbaijan and Kazakhstan, Georgia, have led to advances in a focused cooperation initiative. Additionally, a new annex to the existing memorandum of understanding with the United Arab Emirates has been signed, with the aim of enhancing national support with aviation needs within the EUR/NAT region.
A new era of aviation innovation
Following the momentum of the International Paris Air Show, a major contract was signed at the aircraft manufacturer's headquarters in Toulouse. This new understanding between ICAO and European manufacturers laid the foundation for innovation in the key areas of aviation.
The collaboration is set up to promote technical support, capacity building and the development of sustainable aviation fuels (SAF). We also support ICAO's new Finbate Hub, a fresh initiative aimed at funding sustainable solutions, and commit to developing and inspiring a new generation of aviation professionals. A special emphasis was placed on empowering women in the air workforce, highlighting their broader commitment to diversity and long-term innovation.

In another landmark move, ICAO and the French Civil Aviation Authority (DGAC) established a training fellowship program. The agreement reflects common priorities for building aviation skills and developing professional skills, particularly in the areas of safety, sustainability and connectivity.
The initiative aims to cultivate expertise in countries in the EUR/NAT region and beyond, and will help prepare aviation professionals to meet the evolving needs of high-tech, environmentally responsible industries.

At the Paris Air Show, “The Day of Industry and Innovation” served as the starting point for critical discussions about the future of aviation technology. Advanced ICAO figures joined the industry's top executives to explore how to integrate artificial intelligence (AI) into aviation systems to promote efficiency, operational excellence, environmental performance and safety.
By directly engaging with innovation leaders, ICAO has demonstrated its commitment to leveraging cutting-edge technology to address the challenges facing air transport today and in the coming decades.
Strategic engagement at the government level
The existence of ICAO councils in both Paris and Toulouse has been supported by representatives of the National Aerospace Industry at the invitation of the French government. At a high-level meeting with the French Ministry of Transport, the discussion focused on deepening alignment with the ICAO long-term goals.
Key topics included efforts to eliminate air travel deaths, reduce carbon emissions to net zero, and strengthen global air connectivity. These discussions highlighted a strong mutual commitment to aviation progress, not only to support the global mission of ICAO, but also to the French and Europe.
A new European commitment to safer and more environmentally friendly aviation
The official visit of the ICAO Council coincided with the famous 2025 International Paris Air Show and served as a strong backdrop for some future-looking commitments from both French and European authorities. These include the following pledges:
