It will be introduced by September 2025 and will lead to electronic changes to Visa applications. South Africa's Home Minister Leon Schreiber vowed that no one would enter the country before obtaining this online visa.     Shift to Digital: What's changing?

    The South African immigration system has been significantly overhauled. In the budget announcement for the next fiscal year, Minister Leon Schreiber confirmed the implementation of a mandatory digital visa for all participants, starting with an electronic travel approval (ETA). This requires travelers to apply online and receive approval before boarding a flight to South Africa.

    The ETA system, scheduled to be released in September 2025, aims to digitize the entire visa process and eliminate the need for paper-based documents. This move is not only designed to increase efficiency, but also to help tackle the long-standing issues of corruption and fraud within traditional immigration processes.

    ETA Rollout: What does that mean to you?

    Initially, an ETA will be required for all passengers arriving at South Africa or Tambo International Airport and Cape Town International Airport. Over time, the system expands and includes additional entries and ports in visa categories. Although the full implementation will take some time, travelers can expect a smoother and more efficient process to obtain a moving forward visa.

    Schreiber said the move was aimed at creating a more transparent and safe immigration system that would benefit both visitors and South African citizens. The digital nature of the ETA system is intended to reduce delays and allow travelers to apply for visas from the comfort of their home.

    Addressing corruption and fraud

    One of the most important challenges facing South Africa in recent years is the issue of corruption within the immigration system. Schreiber's announcement highlights that the ETA system will help eliminate fraud and illegal immigration. By leveraging machine learning and cutting-edge technology, the government plans to automate the entire visa application, arbitration and communications process.

    This digital shift not only reduces human error, it also improves visa processing times and ensures applicants are trapped in long queues and not become stuck in paperwork. Schreiber has made it clear that the reform is essential to improving the country's international reputation and security.

    Boost tourism and economic growth

    There are also economic benefits to implementing an ETA system. Schreiber emphasized that since the launch of the online scheme customized for tourists from China and India, more than 17,000 visitors have obtained visas and contributed to creating around 1,230 jobs in South Africa. This influx of tourists is expected to continue, further boosting the country's tourism sector.

    Additionally, trustworthy employer schemes (TES) have also achieved success by attracting skilled workers in particular. For example, 246 software engineers were brought to the country by one company, and 147 nuclear engineers were hired by Eskom to help restore the country's power grid.

    The TES and reliable tour operator schemes are key elements of this digital shift, aimed at improving both the local job market and the overall experience of visitors and skilled immigrants.

    Expanding digital infrastructure

    This move to a fully digital visa system is part of a larger effort by South Africa's Ministry of Home Affairs (DHA) to modernize the entire migrant infrastructure. The Schreiber government aims to expand its smart ID and passport services spanning the current 30 to 1,000 bank branches. This expansion is a step to improve access to critical services for citizens and residents and tailor them to global trends in digital public infrastructure.

    South Africa has established itself as a developed country in the digital age. By leveraging technology to address the challenges of immigration and tourism growth, governments demonstrate their commitment to improving efficiency, security and transparency.
