High quality real estate development in coastal regions is in high demand, and KZN South Coast is rapidly emerging as a key investment destination for everything from residential to light industrial property investments. To further support the growth of this major investment sector, the South Coast Tourism Authority (SCTIE) signed a Historical Memorandum (MOU) on Tuesday (MOU) with local real estate developers in the Lifestyle Village on the Umdhoni Point Coast, Renishaw Coast District, on June 18, 2025.

“This signature is an important opportunity to officially mark the strategic collaboration between ourselves and our key developers within the KZN South Coast region, and strengthen our joint commitment to maximizing the tourism and investment potential of these estates,” commented Dr. Vusumuzi Sibiya, CEO of SCTIE. “This collaboration will contribute meaningfully to the economic transformation agenda that seeks to raise the Southern Coast of KZN.”

The ceremony took place in Renishaw Hills, a mature lifestyle village that forms the first phase of Scottberg's Renishaw Coast, with Paul Tedder, from Dr. Sivya, Bart van der Melwe (Managing Director of Renishaw Coast), Paul Tedder (developer of Umdni Point Coastre Rifle Village), and Ayander Darene Renee Engemie (associate director of Ayander Daresamy).

“We are proud to be part of this important partnership that benefits both stakeholders and the broader KZN South Coast,” says Balto van der Melwe. “The Renishaw Coast is rooted in community and sustainability, driving socioeconomic rise and fall while creating a popular lifestyle. We look forward to growing this vision with our partners and unlocking further investment in the region.”

Ayanda Msengeni added: “We have seen the positive impact of SCTIE's contribution to the development of Serenity Hills. There are things that could not have been achieved without this support. We look forward to achieving unification for more than five years, as nothing can be achieved without these positive cooperation.”

Paul Tedder noted that they were honored to be part of such a rich partnership.

    Requirements outlined in the MOU

The Memorandum of Understanding (MOU) effective until December 31, 2029, commits to the parties to cooperate in unlocking the full potential of three major property development while promoting economic change and local well-being.

Under the MOU, the parties agree to:

Promote cooperation and build sustainable integrated partnerships. Working together, we will promote economic growth, job creation and poverty alleviation by maximizing development and tourism opportunities in the region. Provide mutual support for each party in achieving development goals.

As part of the agreement, SCTIE will help connect developers with strategic partners, including the private sector and government agencies, who can add value to the project. SCTIE also helps to ensure the necessary consent and approval from all levels of government, develop quickly and deploy areas suitable for development.

Additionally, SCTIE promotes and sells developer activities across the appropriate platform to maximize local exposure. In return, they will receive regular updates on ongoing and upcoming projects when necessary to support SCTIE's promotional activities.

    SCTIE's MOU Partner

SCTIE is mandatory to unlock the region's full tourism and investment potential, with assets being highlighted as a major investment sector. Three real estate developments have already shown great interest.

The Umdoni Point Coastal Forest Estate is a lifestyle development for people in their 50s and above, alongside indigenous coastal forests in a quiet village in Pennington. Over 40 homes have already been built within the safe property during Phase 1, and new sales have already begun in Phase 2. Eco Estate, which started at R2.3 million, has 2, 3 and 4 bedroom homes.

The 120 hectares of eco-centric property at Serenity Hills Margate focuses on sustainability and modern luxury amenities spanning 600 beautifully appointed housing units across three regions. This ecohaven makes life safe for residents within an exquisite natural environment. A low-density property, 70 hectares have generous buffers between the villas for privacy, and remain private protection, with a variety of wildlife and birdlife. Serenity Hills features clubhouses, plenty of hiking and cycling trails, an on-site spa, award-winning restaurants, and incredible views.

Scottberg's Renishaw Coast Area is currently one of South Africa's largest coastal developments, spanning 1,300 hectares across the municipalities of Esekwini and Umdhoni. Driven by Renishaw Property Developments, a subsidiary of Crookes Brothers Limited listed in the JSE, this mixed-use district offers a safe, sustainable, community-centric lifestyle that combines natural conservation with modern infrastructure. A mature lifestyle estate, Renishaw Hills has further plans for private schools, hospitals, recreational facilities, shopping centres, hotels and light industrial zones, as well as further plans designed to stimulate local economic growth and job creation.
